Orange resident allegedly exposed himself at Wilcox Park

Police arrested an Orange resident Oct. 7 and charged him with public indecency after he allegedly exposed himself in the woods near the Milford Public Library.

Police said Rodger Foley, 50, was at Wilcox Park at 3:50 p.m. when he allegedly exposed himself and touched his genitals while three juveniles were walking by.

Foley, who is a former Milford resident, was charged with public indecency, breach of peace and risk of injury.

Police said the juveniles were walking in the park when they saw Foley. They went home and told a parent, who went to the park and got a description of the man's vehicle. When police responded, Foley was still in the area, and police said the description of the car helped them locate him.

Bond was set at $25,000 and Foley is scheduled for court Nov. 4.

Wilcox Park is a city-owned park near the library and Milford Harbor. It is often used as a cut-through by walkers going between the library area and roads off of Gulf Street. There also are nature trails at Wilcox Park.
