In June of 2013 the Milford Police Department made contact with massage establishments within the City of Milford as part of an educational program informing the owners/representatives regarding new laws and regulations pertaining to their operations under Public Act 12-64.
On August 19, 2013 The Milford Police Department in collaboration with the Milford Health Department and the Connecticut State Police conducted a joint compliance check operation of massage establishments and massage therapists within the City of Milford. The operation resulted in violations being addressed in five establishments. This compliance operation remained open with additional monitoring of these establishments.
On January 24, 2014 representatives from the Milford Health Department conducted an inspection of Kung Fu Massage located at 1201 Boston Post Road in Milford based on a complaint received by their office regarding sanitary issues at the massage establishment. During the visit, the Health Department found that none of the employees on the scene had a valid state license to perform massage services, local police said.
As a result of the violations, the business was closed until the violations were addressed. City officials continued to monitor compliance efforts.
On February 26, 2014 members of the Milford Police Department conducted a compliance check at Kung Fu Massage utilizing undercover police personnel. During the check, an employee offered to perform massage services to the undercover officer without the proper state license to do so. As a result, the employee Guilan Guo age 52 of 147 38th Avenue, New York, NY was charged with 20-206b(a) by Engaging in Massage Therapy without Proper License of the Connecticut General Statutes. Guo was released on a $1,000 bond. In addition, the owner of the massage establishment, Quiju Xia age 48 of 146-61 32nd Avenue, Flushing, NY was charged with 20-206b(h) for Allowing an Employee to Perform Massage Services without a Proper License of the Connecticut General Statutes. Xia was released of a $5,000 bond.
Both are scheduled to appear in Milford Superior Court on March 25, 2014 regarding the above charges.
