Being popular is often a goal at the high school dance where the “in” crowd may be the center of attention, but faced with a steady stream of 8-30g affordable housing applications, the Planning and Zoning Board might wish to be playing the part of a wallflower these days.
At its April 7 meeting, the board was forced by the Superior Court's Land Use Litigation Docket to agree to a settlement allowing an affordable housing plan to move forward at 1556 New Haven Avenue, a plan the board denied in June 2014.
On April 7, the board rejected a proposed plan for a 257-unit apartment building with an affordable component at 460 Bic Drive, knowing that the developer would promptly appeal that denial.
Coming up at its April 21 meeting at 7:30 p.m. at City Hall is a public hearing for a 180-unit apartment complex on a 26-acre property on the west side of Wheelers Farms Road, across from Filanowski Farms.
The property, which is vacant land, is bordered on the west by the Daniel S. Wasson Connector, on the south by homes on East Rutland Road and on the north by two office complexes.
Wheeler Woods LLC of Lakewood New Jersey is requesting a change in the zoning regulations to create a new Housing Opportunity District (HOD). The applicant is also filing for a zone change from DO-25 (Design Office) and R-A (one-acre residential) to the proposed HOD zone. The application is being filed under 8-30g of the Connecticut General Statues.
The application is working its way through the Inland-Wetland Agency because the property is within 100 feet of wetlands in the Housatonic River watershed and within 150 feet of wetlands in the Wepawaug River watershed. There are two areas of wetlands on the property, but there are no plans to fill or directly impact the wetlands. The agency plans a site walk on April 28 at 4 p.m.
701 North Street
Also working through the Inland-Wetlands Agency is an 8-30g application for a 63-unit community at 701 North Street. A site walk took place on April 9. There are no wetlands on the site, but there are wetlands on the adjacent Orchards Golf Course owned by the city, and on a privately owned lot to the southwest.
The North Street application has yet to be filed with the P&Z. The developer is Stone Preserve LLC, of 500 Boston Post Road, Milford, of which Arnold Peck is the manager. The developer bought the land for $950,000 in July 2013.
Peck had applied in August 2014 for a five-lot subdivision on the 7.1-acre property. At the Aug. 5 public hearing, board members had environmental questions regarding the property. One question was in regards to the property's prior use as an orchard and whether there were any pesticide residues in the soil. The other question was with regard to a possible underground oil tank.
The board never received answers to those questions because Stone Preserve kept asking for the public hearing to be continued and finally withdrew the application in October 2014. There is a historic house built in 1868 on the property, as well as historic barns, which are listed on the website “Historic Barns of Connecticut,” http://connecticutbarns.org/map/milford.
Meadowside Road plan
An 1879 house is slated to be demolished as part of an 8-30g application for 335 Meadowside Road, scheduled for a public hearing on May 5. The one-acre property is zoned R-12, a single-family zone.
The property owner is 335 Meadowside LLC, which lists Christopher F. Field of 17 Beacon Hill Lane, Milford as the managing member. The LLC purchased the property for $337,500 in Sept. 2008.
Gulf Street Housing
Finally, the board may vote at its April 21 meeting on an 8-30g application for a 15-unit apartment complex at 14 Gulf Street. The existing house and garages would be demolished, and replaced with five buildings, each with three one-bedroom apartments. Five of the units would be designed for rent at affordable rates.
